So your genius idea would be to use the threat of tariffs to get the agreement....then impose them anyway? The point of the tariffs is to get this stuff in motion. Like what the hell happens with them in place while Mexico has to get the agreement through their congress? Economic disruption for no other reason other than to “entertain” you?

Tariffs, like most other forms of taxation, don’t have an immediate visible impact on the salaried employee classes. Therefore, those people feel such taxes can be imposed with impunity to achieve desired social goals.
