Trump says the deal is contingent on Mexico passing certain legislation but hasn’t said what that would entail. I’m guessing it would be Mexico declaring itself a “safe third country”

This is an excerpt from the "Agreement" posted on the DOS official website [https://www.state.gov/u-s-mexico-joint-declaration/]:

"As a result of these discussions, the United States and Mexico commit to:"

"... those crossing the U.S. Southern Border to seek asylum will be rapidly returned to Mexico where they may await the adjudication of their asylum claims."

This part puts control of the border back into US hands, because no matter what Mexico does or doesn't do about enforcement provision, THE US IS ALLOWED TURN THEM AROUND AT THE BORDER BACK INTO MEXICO.

Notice it says "commit to" as the actual agreement would be worded -- and not "committed to" as a 2nd hand report of the agreement would be worded.

To heck with “deals”. We should make it clear that the burden is entirely on Mexico to step up their efforts stop the invasion into our country. Impose the tariffs first.When the flow of people, drugs and criminals slows down significantly we’ll consider lowering or taking them off BASED ON THE EFFECTIVENESS OF MEXICO’S EFFORTS.

Make it their problem, not ours.
