If it's a “gun-free” country, why would you need a “gun-free” zone? Wouldn't the entire “gun-free” country be a “gun-free” zone?
It is a sarcastic way of saying “gun free” zones would work only if civilians had NO guns at all. In other words if it is a “gun free” country.
