I don’t think Schiff has the authority to impose fines for non-compliance with Congressional Subpoenas. Congress only has the option to hold in contempt.

Adam Schiff can’t fine anyone. People can’t be deprived of property without due process of law, which means a trial by jury. The House Democrats need to accept that they are simply legislators, not a court.
