A very astute observation. Rot starts at the top and has a way of trickling down (because to get along lots of people are willing to go along with the prevailing corruption). The question is how deep did it go? And likewise, how far up did it go?

Very true. I do work with many different municipalities. If the head of Public Works is a prick then most of the subordinates are also.
