Rep. Adam Schiff (D-Calif.) on Wednesday introduced a constitutional amendment to overturn the Supreme Court's 2010 Citizens United ruling, which eliminated restrictions on corporate campaign spending.
The amendment would allow Congress and states to put forth limits on campaign contributions, according to a statement from Schiff's office.
"The Supreme Court's decision in Citizens United overturned decades of legal precedent and has enabled billions in dark money to pour into our elections," Schiff said in a statement.
The amendment would also allow states to enact laws creating public financing of campaigns.
"Amending the Constitution is an extraordinary step, but it is the only way to safeguard our democratic process against the threat of unrestrained and anonymous spending by wealthy individuals and corporations," he added. "This amendment will restore power to everyday citizens."
Schiff also announced the amendment on Twitter.
"Our democracy is not for sale," he wrote. "We must stop the flood of dark money from drowning out the voices of everyday citizens."

Could this end up on the ballot in 2020? Wouldnt that encourage their base to come out and vote?

What Citizens United did was say that the government can't limit the ability of citizens to spend money to disseminate their own ideas or views. But limits on actual contributions to candidates are still in effect.
Meant to disallow corporate financing of campaigns.
Which, by extension, disallow the indirect financing of democrats by the huge corporations which control the liberal media. Direct or indirect contributions, via air time, is a campaign contribution. If that’s to be allowed, then, exactly equal time should be allowed by the media for democrats and republicans and independents. Equal time would also mean the same number of pundits and politicians in each TV and radio and print media and the internet presence/interview.
Democrats want to remove the corporate financing because they would be left with the biggest contributors to their campaigns, those being the unions and liberal media, all of which the republicans can’t match.
Exactly.
My take...no one can contribute anything of value to someone for whom they cannot vote! Think about that.

If one can cast a vote then that is the only entity that should be able to make a political donation. I believe that is how it was up until the Clintons went to DC
