How about dropping tens of thousands of leaflets saying the opposite?
If leaflets are dropped they should say “Your so called Leaders want you to go away & get lost out of their sight so they lie to you about America.” Trying to come to America will land you in a life in Mexico with the drug cartels running your lives. Tell your Leaders No, I won’t go away.”
