Where have I mentioned healthcare and in which country?

Here: I think I explained why a region the size of Texas sparsely housing third the population of Austin can’t have the same road system as Texas.
The same principle applies to health care and education.

Today we can state one thing: the share of health spending in Russian GDP is declining. “Instead of 7% of GDP recommended by WHO, in Russia 3.6% of GDP is spent on health care. Budget money goes to football, to Syria - anywhere, just not for the development of affordable medical care. I travel a lot around the regions and I want to say: there people are already “boiling”, patience has come to an end,” said the head of the trade union Alliance of Doctors Anastasia Vasilyeva.

You are somehow extending the term, don’t you? What exactly is wrong with my idea?
In order for it to be whataboutism I had to say Texas has worse road system and worse healthcare.
Which I didn’t.
