So we are to believe the two cops decided to play a game of Russian roulette and the sergeant advised against it but allegedly was going to just walk out of the apartment while they played their "game"? Any why were the two on duty cops at Alix's apartment in the first place? I think there is likely more to the story. Maybe an affair going on.
But what did you expect the Sergeant to do?
They were not on duty.
He had no official control over them.
He told them to stop.
When they did not take his advice, he said he wanted no part of the foolishness.
What should he have done?
It made no sense for him to pull a gun on them or to shoot them.

Sadly, other than the deceased officer, they WERE on duty. This makes it even exponentially more stupid, if that is possible.
