then how did the wwii memorial get built?

as i recall, i donated money for the wwii memorial. it got built. presumably the feds built it since it is at the dc mall. i never received a refund. maybe i am missing something (what).

Trump just donated his salary to restoring national cemeteries. A man donated 12 million to restore Wash. monument. There are ways.

if goodlatte is correct, that private citizens can’t donate to federal projects without congressional authorization, then i want my wwii memorial donation back, with interest. maybe he could pay me personally from his own pocket. that would make me a believer in what he is saying.

Congress specifically authorized the use of donations for that purpose, as they did for the Washington Monument over a century ago.

It takes as many votes to authorize the use of donations for building the wall, as it does to just fund it directly. But Congress could likely provide a thousand times what donations could.

Non-appropriated funds are used for many purposes, like fees in National Parks, or commisary profits used for Military health and welfare programs. They require specific Congressional Authorization.
