This lawyer might be on to something. Could this tactic be used against our Congress as they fail to follow up on their promises? Such as when they promised to build the wall decades ago? Or when they say that you can keep your own doctor and that health care premiums would be no more than $2,500/year?

What you suggest seems legitimate. To follow up on a congress/congressperson who refuses to do what they have taken an oath to do would seem to be a very legitimate pursuit. The climate is completely another matter. There are those who think it should be different than what it is, but this is only an opinion & it likely differs from many other opinions. No government can make everybody happy, nor should they try. Other than taking all your money in trying to change the climate, what else would be accomplished?
