Those bombs were never meant to detonate. It will be interesting to see what they find on his computer. Im wondering if someone else created those and just asked him to make sure there were sent. He doesnt seem bright enough to even create a fake bomb.
Without an explosive compound or a detonator, intent is almost meaningless. It's like looking for intent to murder in someone who attacked someone with a foam swimming pool noodle.

Anyone making real bombs would make some for practice first and detonate them from a distance. He would also practice setting off the detonators (only) with various methods of opening the bombs. This entire thing (right down to the misspelled names of the addressees) screams "HOAX". I wonder what his real motive is, and I'm not at all confident it's what he is claiming or will claim under interrogation.
