Has any party caucus of either the House or the Senate ever elected a leader prior to election? He’s suggesting Beto O’Rourke - what if he loses? Could they give him an office - I know the Speaker of the House is not legally required to be a House member..I’m not sure if the Senate Party Leaders are required to be members...maybe it’s a party caucus rule rather than law.
Or would it just be a campaign stunt, and if O’Rourke loses, the Senate Democrat caucus would elect a new leader?
