I think Collins is a no. She held back so cloture passed thus GOP cannot hold off the final vote. She always said she would vote the same as Murkowski.
She wouldn’t have a presser just to say she is a yes.
It will be up to Manchin and no way he goes yes even if it means his seat. Dems keep their folks in line unlike GOP

Collin-oscopy is in her election year like Joe Manchin. She has to vote yes or she’s toast.
