I think Whelan put it out on Twitter as a warning to Ford's lawyers. As someone here on FR pointed out, it wasn't posted as a volatile rant. The guy sat down and posted his theory at a rate of one Twitter post per minute for 25+ minutes.
Whelan is no fool. Check out his professional background and ask yourself if he seems like the kind of lawyer who would publicly slander someone like that in such a highly visible case.

If Rosenstein is trying to incite a 25th Amendment uprising, and wants to wire up AndrewMcCabe for his FBI Director interview, I’d say almost anything is possible “Harvard Law” or not.
