In a letter to House and Senate leaders, Trump claimed "federal agency budgets cannot sustain such increases."
President Donald Trump announced Thursday that he was canceling pay raises for most federal employees that had been set to go into effect in January, citing government budget concerns.
In a letter to House and Senate leaders, Trump wrote that hed decided across-the-board pay raises as well as locality pay raises for civilian federal workers in 2019 would be frozen.
I have determined that for 2019, both across‑the‑board pay increases and locality pay increases will be set at zero, he wrote. These alternative pay plan decisions will not materially affect our ability to attract and retain a well‑qualified Federal workforce, Trump added.
In the letter, Trump said a 25.7-percent pay raise for localities, as well as a 2.1-percent pay increase for across-the-board pay, both scheduled for January 2019, would add billions to the federal deficit. Specifically, he pointed to the scheduled locality pay raise as costing $25 billion.
We must maintain efforts to put our Nation on a fiscally sustainable course, and Federal agency budgets cannot sustain such increases, Trump wrote in the letter.
He cited Title 5 of the U.S. Code of Laws, as the basis for making the change, saying that the measure allows such decisions when a national emergency or serious economic conditions affect the general welfare."

25%?!!! What?
The national emergency being what?
That was creepy Behind the Blue Wall...I, too, had written “What?” but then deleted it ;)
The bureaucrats at the VA are organized crime.
“I am guessing most federal employees are loyal dems”
I’m not, but he’s right. Glad I retire soon!
I know your wife’s situation.
Being a conservative state employee is a lonely thing.
Having big time libs above that do little things to punish or upset is worse.
I was able to finally get in a big win. The liberal leader types who never did anything but lie about raises and promotions others were getting learned a lesson. Being a white male, not much to use but I said veteran and discrimination with lawsuits. A lot of the nonsense stopped for a good while.
I think the 25 percent pay raise was only for the 7 new locality areas.

Maybe 100 to 200 THOUSAND will quit in disgust.
The Federal Goobermint is too large anyway.
That’s my response as well.
The employees can blame the judge who ruled Trump couldn’t fire any of them for slacking. But they won’t; they’ll blame him. Sorta like the criminal who blames the victim -— “she shouldn’t have made me mad!”.
Hillary Clinton walking free.
Holy crap - Love this President !!!
Lots of liberals in just the civil government payrolls, for example postal workers who hold allegiance to the various craft unions (clerk, carrier, mail handler, technical, etc.) and of course the stewards themselves are CONSTANTLY banging the drums of the good ol’ political dance, especially the fear chant, to make sure everyone votes in someone like BHO or HRC (the worse, the better). Within just the first few months of becoming a mail processing clerk, starting in 1988, a steward approached me and basically threatened me if I didn’t vote for WJC. I told them flat out, I can vote for whoever the heck I want to, that’s my right under The Constitution. I might’ve been a ‘newbie’ but I sure wasn’t some dippy zonk!

So then what would be the "serious economic conditions" be? Economy is growing too fast? Unemployment is too low? There was a reason why I discounted that part.
I’m not sobbing for anyone and don’t work for the federal government. However, this is not going to play well politically. You pass a huge tax cut and then say the deficit is too big to give your workers a raise?
Oh, I don’t know. Deficits and federal liabilities too low?
As with all other good decisions..
100% guaranteed.
