Sounds like a new euphemism to me. We should remember to use it when discussing the next such attack (next week or so, somewhere...)

in fairness, if you are from Toronto, the world is divided into about five zones: Toronto, the GTA, the Canadian outer darkness, uninteresting places outside of Canada, and sophisticated places outside of Canada.
