The FBI should relieve him of his duty so that he can testify. Why on earth is he being protected?

Has anyone asked how he could do his job while texting prolifically during work hours?
Does the FBI have any rules about sending personal texts and emails while on the clock?
Also, he’s in HR and he doesn’t know it’s against the law to inquire about someone’s political views when hiring? Or even consider their party affiliation when hiring?
If he was no longer employed at the FBI, Horowitz couldn’t touch him and Congress couldn’t subpoena him.
