Why call this collusion?

Germany and Russia are building a gas pipeline together. Nothing immoral is going on - except perhaps that the plans of the Obama Whitehouse are finally being thwarted.

The way Germany’s going, having Russia controlling them would probably be better than having ISIS take over, which is their alternate future.
