I don’t think police can be legally held liable for lack of action. The USSC has said that they are not required to protect anybody. Police have the primary task of cleaning up a crime scene after a crime has occurred and to try to find a culprit but they don’t even have to do that. The only real recourse is loud indignation that gets a chief fired and ballot box action against the sheriff or the city fathers who hire the policemen.

They are now “noticing” who didn’t do their job but where does it end - somebody gonna get sued for everyone that dies from now on....for violating their civil rights?

Just what exactly is a survivor?
Someone who was wounded?
Someone who saw or heard gunshots?
Anyone who was on campus at the time?
A relative of anyone at the school?

I think a definition is warranted.
