No, they need to ban both. They are excessive. When chlorine enters the body as a result of breathing, swallowing, or skin contact, it reacts with water to produce acids. The acids are corrosive and damage cells in the body on contact.

Oxygen is also corrosive and causes rust. Can you image what it will do to your body when inhaled?

All gases must be banned and humans must cease to exist, all to save mother gaia.

No, these are targets that cannot be enforced. There is no way to measure for them.

Even houses with water meters have variable landscapes and the only limits on watering the landscape is the “twice a week” limit. Government cannot know how much went to the landscape and how much was consumed inside.

And, the “penalties” apply only to water districts which use more than a statistically allocated standard amount.

Overuse of water by California’s teeming millions should not be a problem much longer. The users of water for household purposes, the once large but now vanishing middle class, are abandoning California for more agreeable venues, while the numbers replacing them, do not much use all the capabilities that modern plumbing can provide. The swarms of homeless in LA and San Francisco, of course, do not use flush toilets at all, leaving that waste disposal problem to the flies and the occasional trash pick up routes.

And since the snail darter has begun to revive in the San Francisco Bay estuary, due to the shutoff of irrigation water to much of the San Joaquin Valley and Napa Valley watersheds, there is that much more for everybody else, except it now runs uselessly into the sea. Removal of, or failure to maintain the series of dams that once provided reservoirs of water, has sharpened the disparity between water received and water disbursed for useful purposes, but roughly the same amount of water, on average, is supplied on a year-to-year basis, from melting of the Sierra snow pack and occasional rains.
