Something to remember here is that if this Halper guy did what he's apparently been accused of doing, he didn't break the law in any way unless it can be proven that this was all part of a conspiracy and he himself knew the extent of it.
It's also becoming more clear why the DOJ is trying so hard to keep him from being officially identified. They're not worried about endangering other operations or personnel involved in CIA activities against hostile countries. They're worried that exposing all of this will reveal the extent to which the intelligence assets of friendly nations were used to help in the operation to fix the U.S. election -- and maybe fix other elections, too.
