This is a BS plain and simple. Years to study followed by years of construction. Atlanta needs an outer loop to keep all the traffic from funneling through downtown. It's probably unbelievable to outsiders not resident in ATL the radical traffic we deal with. The stretch of I-85 they're talking about is already 6-8 lanes each way. It can easily take an hour to go 15-20 miles and that's without an accident tie up. BTW, I live in Gwinnett County where most of the highway miles in question are located.
