Puerto Rico is a protectorate of this nation, so members of that populace are allowed to come here, LEGALLY, and stay.
During WWII and right afterwards, a HUGE amount of them flooded into NYC. The vast majority didn't know any English, had never lived in a city of any size, didn't have running water, and so...had a GIGANTIC problem adapting! They threw garbage and "night waste" ( and yes, there were bathrooms in the apartments they were living in, but they didn't use them )off fire escapes. Many of the kids joined/formed gangs. It took about a generation or so, but they DID integrate and assimilate.
The garbage that is coming here from Central America and Mexico, ILLEGALLY, today...they're much lower down on the human totempole! Kelly is 100% correct.
My sister lived on the 2nd floor of 3-story condominium. Her upstairs neighbors were Jamaican. They'd have cookouts on the porch, and when finished, tossed their burning coals over the railing!
