These effing IDIOTS! They don't understand that to be President you need 270 Electoral Votes, if it was about the Popular Vote, you can expect tons of Republicans that didn't bother voting in Cali & NY will come out, then they will see, oh no we can't win the popular Vote either!
Actually they do know, as it doesn’t take effect unless the compactees add up to 270 votes.
