This particular e-mail is not the directive. A directive was sent out to collect biometric data, this email’s purpose was to try and get some positive spin regarding stuff that was leaking out.

I don’t know if the directive has been released by anyone, or is still waiting to be released. Here’s an article in the Guardian that explains in detail:

It's one of a number issued around that time - some under Hillary's name and some under Condi's.
