They dismantled a portion of it every time they set off a nuke.
A test facility is exactly that; it’s not where you do the research and construction of your weapons, it’s where you TEST THEM.

How about the underground nuke facility was buried when the entire mountain atop it collapsed, killing every scientist, destroying all equipment, losing all available nuke material?

Something gave Kim an attitude adjustment around the 10th of October 2017.
Unless every one of those generals recently died in a night of the long knives, leaving Kim free to act as he chooses.
One theory is that the generals have been the true rulers of North Korea with Kim Jong Un as figure head. Were someone to eliminate them all leaving Kim as last man standing then maybe the Swiss educated Kim might surprise the world.
