I could be completely wrong, but this is excellent. A special agent did some bad things and the AG knows about it. There was no prosecution. My guesss is if they have details to this level, then they have everybody above this SA.

I’m thinking the OIG means, FBI upper echelon declined to prosecute.

It sounds a lot like McCabe. Prosecution is in his future.
