They’re all ornamental, the ones we’re talking about: DC, Newark, Riverside Park in NYC. That’s not the point. If they bear fruit, like the one next-door to us when I was a kid, the birds eat it all anyway.
The point is that the tree is there in a public space for everyone, not to decorate your home or business or hair. It damages the tree and the tree has to compensate. Thankfully, most of the branches are high up enough that ordinary morons can’t reach them.
