Yes, the act which was the work of James Robert Mann (R.Ill) was passed in 1910. Indeed it was to stop or slow what was called "white slavery" by some. To try to keep ugly sex trafficking within a state, where they could keep tabs on it. Charlie Chaplin was charged, but got away with it. Privately an unpleasant individual in my opinion. I understood after reading a novel by Charles Portis, stolen vehicles take on a far serious consequence. This by simply being driven across state lines.

Yes, all true.

There was, back then, a BIG todo about what was called "WHITE SLAVERY". Just as today, men would kidnap or seduce young women and under age girls, take them to another state, have sexual congress with them, and once "ruined", would them pimp them out. The law also was then applied to "consenting", UNMARRIED adults, which was considered to be "debauchery". And the woman, in the consensual pair, could also be tried and jailed, for committing an ILLICIT act.
