Mueller works directly for Rosenstein. The leaked Comey memos to the NYT via his law professor friend is what set off the appointment of a special counsel, which was Comey’s stated objective as he testified before Congress.
I have no doubt that Rosenstein read the memos before he appointed Mueller.
Has it ever been established who made the decision to use the unverified dossier to obtain the FISA warrants? Loretta Lynch signed off on all the requests. Would she have been the one to have the final say in its use? Somebody in this group came up with the idea to use it. I want to know who it was, and who authorized it’s use.
I've not seen it documented anywhere that he did. We can assume he did, but without the proof, we have no idea that he actually did. And with this crew, you shouldn't assume anything. They're a slippery bunch.
Rosenstein could have read some of it in the NYT.

Is it “possible” Comey is harboring resentment and maybe even a little guilt (subconsciously) over having become part of the deep state shenanigans but for obvious reasons cannot out himself/everybody so in a round about way he’s trying to paint a picture without making it clear what the picture is? In other words, the types of things he has included compared to what is omitted (or rather what many expected to read) is actually what he hopes to get across. ?
This memo looks more like notes for a book.

I’ve been baffled that nobody brought this up over the last year. The fact that he broke the law to manipulate the system has been ignored by everyone.

There are very minor persons as much as say 5 layers down from comey that in some minor way lent a hand and are de facto conspirators
Reading the memos, it is apparent that Comey, such a trickster himself, failed to realize that Trump’s pattern of jumping around and revisiting topics is intentional. Doing so throws people off balance and off their “plan”, potentially allowing truth to ooze out. At one point, Comey mentions presenting something in accordance with his “plan”. Nothing horrific in having a plan of what you want to get across; my point is that Trump controls a conversation and confounds other peoples’ agendas without them even knowing it. Comey assumes Trump is simple-minded and scatter-brained. I see it as evidence that Trump never trusted Comey or McCabe one iota.
At first I felt as if these memos were written as fodder for a future book, as much as an insurance policy. But there is a major self-consciousness about how they will come across to readers (i.e., they are not an aide-memoir for himself). He was plotting to use these from the first moment.
