The question begs: If they can get thier hand on $27,000 - why not stay in their countries where that would likely set them up in a good business - or buy a mighty fine house.
I sure’s heck couldn’t get my hands on that much cash/\\or are they even ‘refugees” = or are they ___???

I suspect for most it’s they want what the US has to offer overall...heck some of these outfits ‘fly’ them across the ocean then go on from there.
