This is a big deal. Worksite storage of HE/initiating systems is not more than CONEX steel container with a padlock.

ATF requires a bit more than that for mobile storage magazines. I'm thinking inside job/union members/ROP?

Uh, no. Just an in- spec locked metal container attached to the earth or a immobile vehicle inspected at least every 7 days. Still could be an inside job. The orange CLASS 1.XXx placards would not have given it away....

If you frequent blasting sites, you’ll see them- just a moderately bullet resistant conex type locked box on a trailer immobilized by several means.
