Uh, no. Just an in- spec locked metal container attached to the earth or a immobile vehicle inspected at least every 7 days. Still could be an inside job. The orange CLASS 1.XXx placards would not have given it away....
If you frequent blasting sites, you’ll see them- just a moderately bullet resistant conex type locked box on a trailer immobilized by several means.

When I was in high school in California, a kid was caught case of dynamite in his locker. Turns out he found it in an abandoned mine and carried it on his motorcycle. Given that old dynamite sweats nitroglycerin, its amazing no one was killed.

Sir, I never said a portable locked box would suffice for anything. Except of course a day supply in custody and attended while shooting targets.
Funny thing though, in civilian ops, caps and bulk can be in same container. In mil ops, caps are never in the same container nor in the hands of the loader or crew while loading, retained by the firing officer (or NCO) and assembled only once the target is evacuated and the shot being readied. The firing device would be carried by the firing officer as well.
MDI systems made it much easier and safer since the low power caps and shock tube would not initiate bulk explosive charges if fired inadvertently , and the last initiating segment to be attached was the low power cap to the shock tube and detonator main.
Ah, the smell of explosives and busted rock in the morning....
