If it was all for show would 10 missiles not have done the job? 15? 20? 30?

They fired 103 cruise missiles and hit three targets, none of which appear to have been of any value.

The attack might have been just a big bluff but I suspect the people being conned are the US people, not Russia, the Chinese or anyone who is paying attention.
