I doubt it.

Here in Oregon coffee shops are great places to meet after church or for a lunchtime snack and it’s quite common to see groups of people sitting off to the side, waiting for the other members of their party to arrive.

I think that’s all these guys were doing.

I suppose it is all location, location, location.

I can think of a lot of coffee shops where having people milling around without buying wouldn’t be a problem at all, and I can think of some places where that could be a huge problem.

I would imagine the manager was following Corporate policy of no loitering. The manager asked them to leave and they would not so she called the police.
