So, basically Comey sends the letter to Congress about reopening the investigation into Hillary because the NYPD threatened to go public with the contents of the Huma and Weiner laptop.
The reason-to buy time to collect the evidence and destroy it.
NYPD backs off the warrants to investigate the Clintons. The Department of Justice under Lynch then applies muscle to the NYPD and uses whatever means are necessary to prevent the damning evidence from coming out.

Ok here’s what I don’t get. If the contents of the videos are as vile and damning as they say- officers crying, vomiting, etc... how could it be swept under the rug this long? What kind of law enforcement would see this and not act. How could they let Hillary off to walk the streets, promote her book and travel the world knowing what they know? When it comes out they have known about it all this time and did nothing, that’s when the poop will REAlLy hit the fan, further enraging the public and decreasing trust in law enforcement.

Comey made a good point when he said that it would have been a disaster for Hillary if she became president and then the new evidence was revealed.
