Recess appointment. Mitch McConnell has been using parliamentary tricks to keep the Senate in session even when they are all on break so Trump cannot make interim appointments. McConnell has been doing this since Trump took office and after the first time the Press has not reported it.

Mitch would first have to let the Senate go into recess by ending pro-forma sessions. The fact that he won't speaks volumes.
