Doubt if it is BS but could be there. However. Just check your local shopping center islands, bushes, and medians or along highway medians - there are lots of bottles with urine in them. Not a phenomenon confined to one place or state.
The number or rest stops make little difference; just like people who do not return shopping carts to a coral, but just park them anywhere. Just lazy or in too much of a hurry because of job pressures
