I always wondered how you could give in-state tuition breaks to attend a state university when the people could not legally be present to attend said university.

The whole idea of giving non-citizens in-state tuition is totally asinine. I can’t understand why more people aren’t fighting against this. Is this part of the progressive movement where non-Americans have more rights than legal Americans?
