Just out of curiosity, I looked into this awhile back. A misbehaving president can be impeached. But the Constitution is silent about whether or not a sitting president can be arrested.
The prevailing view among many (most?) constitutional scholars is that a sitting president cannot be arrested. That’s because the arrest would interfere with the president constitutional duties, and would subvert the will of the voters.
I read in middle school that President Abraham Lincoln liked to drive his light buggy through Washington streets as fast as a pair of horses could draw it. It was his way of relaxing from leading the War Between the States.
Even then there were mounted police enforcing speed limits. Lincoln was stopped several times but because he was President they could not detain him, under the key phrase “unless a President submits voluntarily, he cannot be arrested”.
