Economic screws are about as tight as they can get, and what makes you think China would be willing to apply the necessary pressure? They like North Korea being a thorn in our side. It's in their interest to keep that going.
Their greater interest of exporting close to $600 billion worth of goods every year to the US supersedes NK being a thorn in our side.
The two are not related.
