The law codified the dual state and federal mission of the National Guard and required new Guardsmen to swear allegiance to both the Constitution of the United States and their state of record. The president of the United States could now federalize the National Guard in time of declared federal emergency and provided for expeditionary service.
This, coupled with other military units [#157-159 above], there should be plenty of federal military options Trump would have access to (not to mention federal marshalls, fbi (any good one's out there?) in order to help bolster the border control and ICE.

The Engineering work has already been done....what we now need is construction people. I think our military construction troops, like the Seabees (Navy Construction Battalions...CBs would be overwhelmed with the task. Motivated contractors would not only have the expertise in the methods but would have the necessary manpower. There would be several contractors involved in a project of this size. People will be amazed at the speed of construction given the right contractors. Trump certainly knows how to pick the right contractors...of that I have no fears.
While there can be an allocation of wall areas to various different constructors, I somehow believe that military construction not on Naval Installations within the CONUS is tasked to the US Army Corps of Engineers
The ACOE are, just as their name says....Engineers. The do design based upon their examination of a civil engineering problem. The ACOE has no construction forces. All work projects designed by the ACOE is bid out and performed by civilian contractors. The ACOE provides inspection/oversight services as the project progresses to insure that the contractor is building to the project’s SPEC.
