The President is utilizing the funds under national security, a function the federal government is *mandated* to provide. In fact, the only mandate in the entire Constitution.
He also has exclusive authority to run the military and foreign policy.
It’s all spelled out very clearly in the Constitution. Take a look at it.
He is on a very firm Constitutional footing.
