I believe the bigger issue is representation.
I don’t believe that a suit could be successful, when the FOREMOST purpose of the Census is to determine levels of representation in the Federal Government.
This question has a critical and major bearing on that very question, how much representation should a state get in Washington.
If the decision has been made already at some level that representation should include people who are not actual citizens, then the lawsuit will succeed.
If not, it will fail. And, I believe, our country with it.
