Oddly enough, this may actually work out to be a good thing in the long run. I’ll explain.

Top down leadership can only do so much. As a seemingly frivolous, but good example, I remember the case of an Army general, a Corps commander, who did not like mustaches, so he directed that no officer in the Corps was to wear one. In a unit of 30,000 to 50,000 personnel.

Very quickly the word went out that unless you were in his headquarters, or were expecting a visit from him, officers could ignore his order and keep their mustaches.

This shows the limits of top down leadership. What changes everything is “bottom up enforcement”. That is, somebody at the lower levels who put pressure on the leaders there to enforce the orders. It doesn’t really matter who.

In this case, even an enemy organization against President Trump, if they apply pressure to get an order given by President Trump *enforced*, it changes everything.

Basically, they are forcing lower levels of government to obey the President. Which is all well and good, because it makes them do what they should have already done.

A prominent government watchdog group has filed 30 ethics complaints with various federal agencies — including the White House — alleging that employees are working in violation of President Donald Trump's executive order intended to "drain the swamp" and keep government free of former lobbyists.
Having rules about it, instead of the Obama approach where every line item, every department, every bureau, is used to grift taxpayer dollars into the pockets of cronies, can backfire. Thanks Oldeconomybuyer.
