(a) IN GENERAL.—None of the funds appropriated or otherwise made available to the Department of Defense in this Act may be used to construct, renovate, or expand any facility in the United States, its territories, or possessions to house any individual detained at United States Naval Station, Guantanamo Bay, Cuba, for the purposes of detention or imprisonment in the custody or under the control of the Department of Defense.
That’s actually a good provision. It is intended to prevent the transfer of prisoners from Gitmo to other locations in the U.S. for civilian trials.

If an enemy of our country was allowed to contribute to this they couldn’t have written it better. Then again, the RAT party IS an enemy of our country.
It's filled with appropriations the Dims wanted (Schmucky's tunnel from NY to NJ, planned parenthood, subsidies for Obamacare) and restrictions on what Trump can do at the border. Trump will damage himself with many in his base if he signs it, then people will learn for days and weeks afterwards what's in it.
