Its a common practice, when Presidents win elections the US President calls to congratulate them..when Obama called Putin would I have cared, of course not..they all do it..yet when Obama said he would be “Flexible” with Russia not a peep from the same Commie media, they all adored Russia then

I think whoever wrote that in huuuuuge letters not to congratulate Putin, knew Trump would take the bait and do the opposite.
What Trump should have done is called for a press conference and congratulated Putin on TV and then make the statement that Obama did the same to Putin and Iran leaders, Turkish leaders etc. I would have also played the video of Obama promising Medlev he can do more after he is elected. Then I would of ended the press conf and said have a good day.

My guess is that Trump is just being Trump. Trump, in general, treats people with respect when he receives respect. Some of those allies have openly criticized Trump in ways he likely sees as unfair. IMO, Putin has treated Trump with respect overall and did call to congratulate Trump when he won.
