My guess: He was a very troubled and difficult 15 year old and school officials were more than happy to get him out of the school and declare him a “homeschooler”.
I have relatives who have and are doing that. These aren't “homeschoolers”. They are “excuses” for poor parenting and government school failure.

Since his mom said she’s also homeschooling her 3 other children, I doubt that is the case.
