The Obama Administration coerced schools nationwide to overhaul their discipline policies. Former Secretary of Education Arne Duncan said the racial disparity in school suspensions wasn't a reflection of problems in our society, but the result of "racial discrimination" in our schools.
So he issued a threat: Even if your school rules are totally fair and administered totally fairly, we may come after you if your discipline numbers aren't racially balanced.

What would be of use is for someone to actually help identify how wealthy white liberals who use the public school system avoid their own policies.

This includes -ALL STUDENT MISBEHAVIOR and these non-violent infractions:

2. Fighting in a public place (This is non violent?)
3. Theft if less than $300
4. Vandalism damages < $1,000
5. Disorderly conduct
6. Trespassing, Loitering or Prowling
7. Criminal Mischief
8. Gambling
9. Harrassment or Threats
10. Alcohol -all related offenses
11. Possession of Cannabis
12. Possession of drug Paraphernalia
13. Obstructing Justice without Violence
Practically every liberal policy has more and worse negative effects than positive ones.

With the goal of protecting students civil rights and limiting unnecessarily harsh school discipline, the Obama administration is calling on schools to ensure that the role of on-site police is limited and clearly defined.
The Obama U.S. departments of Education and Justice has released new resources related to the hiring and training of school resource officers, which come amid national discussions about school discipline and the role of law-enforcement officers following several high-profile student arrests. They are the latest efforts by the administration to reshape school discipline by pushing back against zero-tolerance policies.

Among the resources are guidelines for crafting agreements between schools and local law-enforcement agencies, monitoring the actions of school-based police officers, and training police in such areas as child development and conflict de-escalation.
Those recommended practices will now serve as requirements for agencies that hire school resource officers through Justice Department grants, said Ronald L. Davis, the director of the Office of Community Oriented Policing Services at the agency.
Local law enforcement agencies around the country use those grants, administered on a three-year cycle, to hire between 100 and 150 school resource officers every year, which means about 450 positions are funded by the grants at a given time, a small fraction of officers in schools nationwide, Davis said.
NEW GUIDELINES FOR POLICING IN SCHOOLS
Seek community input when drafting agreements with law-enforcement agencies that detail officers roles in schools and limit their involvement in disciplinary issues.
Incorporate local, state, and federal civil rights laws into those agreements and establish processes for monitoring compliance and receiving complaints about potential violations.
Set policies for hiring and training school resource officers on issues like appropriate use of restraints, child development, and the effects of youth involvement with the justice system.
Train teachers and staff to avoid calling on school officers to assist with nonviolent disciplinary issues.
Establish a process for evaluating school resource officers.

Guns, drugs, and assaults on teachers are up substantially in Charlotte. In Durham, assaults increased more than 50% last year.
And this is why Nikolas Cruz was not arrested when he showed up at Marjory Stoneman Douglas with knives and ammo in his backpack.
Same with Travon Martin/ school had him with stolen goods and did nothing.
Wealthy white liberals don’t send their kids to public schools. They go to private schools.

MSD was the epitome of a wealthy white public school. That’s why there is such an outcry. If this would have happened in Miami and the shooter been black, there’d have been crickets.

I expect Obama to select, but very disappointed Congress approved of Arne Duncan as Secretary of Education. An admitted socialist, anti-Capitalist, who was the Superintendent of the Chicago schools. Chicago had/has the very worst school system in America. Obama said Duncan would bring his innovative ideas to the DOE, and he really did!! Yuk!!

Regarding whatever policies that the feds might establish for INTRAstate schooling, patriots are reminded that the states have never expressly constitutionally delegated to the feds the specific power to make policy for intrastate schools.

In fact, not only has the Court also clarified that Congress cannot appropriate taxes in the name of state power issues, schooling just one example, but also consider this.
President Thomas Jefferson had officially indicated that the states would first need to amend the Constitution to give the feds the specific power to make policy intrastate schooling purposes before the feds could actually do so, something that the states have never done.

The problem is that parents have evidently not been making sure that their children are being taught about the federal governments constitutionally limited powers as the Founding States had intended for those powers to be understood. So when the feds say jump regarding school policy (and most other state power issues as well), constitutionally impaired school administrators in this example unthinkingly ask, how high?
Note that federal funding for schooling, and many other federal projects in a given state, are arguably stolen state revenues, such revenues stolen by means of unconstitutional federal taxes according to the Gibbons v. Ogden excerpt above.
The remedy
Patriots need to eliminate the unconstitutional middleman, the unconstitutionally big federal government, from their respective state's budget planning and policy making processes.
And the best place for patriots to start to politically "force" the corrupt feds back into their constitutional Article I, Section 8-limited power cage is this. Patriots need to work with their state lawmakers to support Pres. Trump in leading the states to put a permanent stop to unconstitutional federal taxes by repealing the 16th and ill-conceived 17th Amendments.
That’s the whole point. Enact laws incentivizing criminal behavior, then come to the “rescue” with expensive “suggestions” on how to “fix” it. See: Welfare payments to unwed mothers.
